Juan-Carlos Murillo is President and Senior Fellow of Oxford Leadership Academy™, Mexico.

In January 2009 he stepped down from his position as Vice Minister of Planning, Communication and Congress Affairs in the Federal Government of Mexico to dedicate all his energies to launching and leading Oxford Leadership Academy, Mexico.

From 1996 to 1999 he was Advisor on Governmental Development to the Government of the State of Guanajuato.

In 2000, he joined the presidential campaign of Vicente Fox Quesada. From December 2000 to August 2006, he served as executive advisor to the Presidential Office for Government Innovation, and was in charge of the Program for Innovation and Quality in the Federal Government which later became the Good Government Agenda. During this period he was also in charge of:

  • the Awards and Recognition System, through which President Vicente Fox every year recognized best practice in the fields of quality, innovation and services
  • the Presidential Goals System, implemented to follow up the most relevant and high-priority goals of the different Federal Government Secretariats and Agencies
  • the Presidential Projects System, implemented to follow up on the President's seventeen key and high profile projects. 

He acted as liaison between the President's Office and the Finance and Public Credit Secretariat, where his responsibilities included tracking the national budget. 

In 2003 he was the Organizing Committee President of the 5th Global Forum on Reinventing Government, organized by Mexico in coordination with the United Nations, under the slogan "Innovation and Quality in the Government of the 21st Century". 

At the end of outgoing President Vicente Fox Quesada's Administration, Juan-Carlos was appointed Head of the Presidential Office for Government Innovation; his role was to ensure a smooth transition with President Elect Felipe Calderon and his team.

From 2000 to2006 Juan Carlos was Mexico's representative to the United Nations and to the OECD on matters concerning Public Administration. 

Juan-Carlos graduated from ITESM (Instituto Tecnologico y de Estudios Superiores de Monterrey) with a Bachelor's degree in Industrial Engineering. He later earned a Master's degree in Business Administration with a Finance major from the same Institution.

He has been a professor of International Political Economy at ITESM, where he has also taught Statistics and International Finance.
