Francisco is a Senior Fellow of Oxford
Leadership Academy™ Mexico and a Consultant certified by the
Development Dimensions International.
He holds a Doctorate degree in Pedagogy and a Masters Degree in
Educational Science, and Techniques as well as four bachelor
degrees in Law, Education, Spanish and Mathematics. He also
holds certifications in areas such as Organizational Development,
Managerial Competences for Scholar Management; Educational,
Managerial and Supervisory Competences; Leadership for Supervisors;
Political Science and High Quality Government; Total Quality;
Environmental Education; Effective Conversational Processes.
Francisco has teaching experience at the Doctorate, Master and
Bachelor levels of university tuition as well as at a High School
and Elementary level. He has been a Consultant for various
Educational Institutions at different levels and has been a
Principal and a school superintendent for different schools at the
Elementary, Middle, High School, and the University Level. He
was an Undersecretary at the Guanajuato State Department of
Education for seven years.
At the age of 29, Francisco was the Secretary General in section
45 for the National Education Workers Union in the State of
Guanajuato. Later, he became a local Congressman for Guanajuato
State, having been the President of the Education Commission in the
LV Legislative Body of the State of Guanajuato. He was the state's
representative before the parliaments of Cuba, Costa Rica, Chile
and Uruguay. Francisco was a Federal Congressman for the LX
Legislative Government, having been the President on the
Educational Policies Council, for the House of Representatives. He
was Mexico's Representative at the Latin American Parliament,
alongside countries such as Brazil, Cuba, Panama, Chile and
Colombia.
He was also Mexico's Representative at the Bi-national Meeting
of High Education between the United States and Mexico as well as
President of the Friendship Group and Mexico's representative
at UNESCO in the Conference of the World for a Higher
Education, in Paris France.
Francisco is the author of two manuals: A Look at the Northeast
and Manual for the Educational Conciliation. He is also
Creator of the Theory of the Three Circles of the Being, contained
in his five books: The Three Circles of the Being,
Strengthening the Leader, The Total Interaction of the Couple Based
on the Three Circles, The Leader who knew to Decide, and The
Authority Execution.
He is the Founder and Director General of the Integral
Consultancy Firm.
